A harder secondary governance layer now exists to constrain interpretation without replacing the product surface.

## Practical implementation rule

- FAQ and free-vs-pro pages clarify scope
- technical notes define the public technical boundary
- AI policy pages explain how governance files should be used
- governance files narrow interpretation and authorize non-response

## Non-goal of the governance layer

The governance files are not a hidden feature generator.
They do not grant new product capabilities, promises, or automation powers.
